The exact same thing is happening in Basel too since a few days. A
very nice side effect is massively improved performance (I'm now
getting full performance 24/7, it used to be barely usable during the
peak hours). This might be an indication that they are actively
preparing the network for the DOCSIS 3 rollout.

A friend of mine just called me. It seems to be the same problem in
Rapperswil, too.
It now seems to have been resolved. I moved to another IPv4 pool
but
otherwise connectivity is restored. Thanks again for confirming I was
not the only one :)
