In this they are backed by the European Parliament that spoke out in favor of amendment 138/46 of the Telecoms Package several times, stating that the right to privacy of Internet users may not be restricted without prior ruling by the judicial authorities.>> I can only say BRAVO! At least some people in Europe have not lost their sense of what's a legal system is all about.

Plans to put copyright enforcement burdens on ISPs

Dear all, most of you will have heard about the planned "Anti-Counterfeiting Trade Agreement" which despite the name intends to not only address brand counterfeiting. Rather, the plan is that an entire section in the agreement will be devoted to placing burdens on ISPs with regard to policing illegal content (and content which is legal, but where illegality is claimed anyway). The Federal Institute of Intellectual Property ( IGE, http://ige.ch/ ) which participates in the name of Switzerland in these negotiations has recently released a document which gives the following information regarding this: """ Section 4: Intellectual Property Rights Enforcement in the Digital Environment This section of the agreement is intended to address some of the special challenges that new technologies pose for enforcement of intellectual property rights, such as the possible role and responsibilities of internet service providers in deterring copyright and related rights piracy over the Internet. No draft proposal has been tabled yet, as discussions are still focused on gathering information on the different national legal regimes to develop a common understanding on how to deal best with these issues. """ The document is available in English and French, as follows: English: http://www.ige.ch/e/jurinfo/documents/j1070401e.pdf French: http://www.ipi.ch/f/jurinfo/documents/j1070401f.pdf IGE is planning to organize a consultation after the next round of negotiations, which IGE expects to take place in May or June. Currently things are still on hold due to the USA having a new president etc. Another opportunity for communicating our perspective is IGE's "Urheberrechtsgespräch" which will take place in May, where the "Internet Community" is one of the stakeholder groups which has been invited to send representatives. As I announced last week, I'm organizing a preparatory meeting for that this coming Friday in Zurich. In view of the developments regarding ACTA I think that it would be particularly important for people who understand the ISP's perspective to be strongly represented at this meeting. (The people who will be representing the "internet community" are well-intentioned, but I think they are not very familiar with the perspectives of ISPs and technical geeks in general. I need your help in making them more aware of perspectives outside their personal areas of interest.) DNSSEC trial for .ch zone

Dear SWINOG list readers, SWITCH believes that DNSSEC will play an important role in the global DNS and thus is planning to officially introduce DNSSEC for the .ch zone in February 2010. To make sure DNSSEC will be ready for everyday use we would like to invite interested parties to participate in an extensive trial. The trial is supposed to start around August/September 2009 and we are looking for participants from the following groups: - operators of sensitive web sites (banks, administration, media) - hosting providers that sell DNS services to their customers - ISPs hosting recursive DNS resolvers - partners of SWITCH that will offer DNSSEC as registrars The goal of this trial is to be able to perform live tests on the signed .ch zone, exchange experiences and provide help for using DNSSEC. If you are interested in participating or you would like to get more information about DNSSEC in general please write an e-mail to dnssec(a)switch.ch A first meeting for the trial participants is planned by the end of May. The Federal Institute of Intellectual Property ( http://ige.ch/ ) organizes in May a meeting called "Urheberrechtsgespräch" (rough translation: "conversation about copyright matters"). They have invited various interest groups to nominate representatives for this event. The "Internet-Community" is one of the interest groups that have been invited. As per the invitation, the associations Digitale Allemend ( http://allmend.ch ) and /ch/open ( http://ch-open.ch ) have designated representatives who shall represent the Internet Community at that event. In order to achieve an authentic representation of the Internet Community, it is of course important that before the event, there should be a discussion involving as many diverse members of the Internet Community as possible, so that our representatives will be able to represent not only their own perspective, but as far as possible the concerns and interests of the Internet Community as a whole. For example, the bad habit of DRM (Digital Restrictions Management) with regard of books which are distributed in digital form over the internet (both in the books digitalization project of Google and with Amazon's "Kindle" von Amazon) will certainly be a topic of discussion.
