Internet exchanges don't route packets, they switch them.
If an IX fails, path will take a different route.
ISPs do the routing, they pick the paths.

As they show the path that you are seeing to have problems with, they
are quite useful. As then somebody else could verify for you if they
have the same issue or not.

Again, stating "some quite big player" does not give anybody the chance
to even verify if that is really affected or if it is just you.
If you would include source/dest and/or a traceroute you would be told
by other people which ones and the problem could be reduced to just the
the ones that do and do not work.

As the Internet is a really big place, this is the answer you would then
expect from everybody.

The only answer that works is "the 'Internet' works, it is your problem"
