I'm curious if anybody knows a good framework/application, which is used for functional tests in enterprise environments. Are any solutions out there, able to perform a operational check of all services (databases, remote access, running processes...) after updates, patches or changes of security baselines? Nagios would be probably the best choice, but maybe there other concepts I'm not aware of.

You can probably consider Zabbix, Nagios, Zenoss (OP Edition), Hyperic HQ (OP Edition), Opsview and Icinga.

For database checks and applications you need the aplication perfomance plugin for it.

i've seen orion from solarwinds here at networkers. it's quite a nice tool which can also process netflow, jflow, sflow whatever. but the main drawback is, that it's only running on windows ,- (

Yeah imho the only one "bad" point is you need IIS 6.0 or higher and a SQL2005 SP1 or higher
netflow analyzer does a great job J for graphic analysis form you traffic
Also a good part of it are the implementation for VMwares ESX and the network change manager
And no im not working for solarwinds but i working with it ;-)

A lot seems to be "Nagios forked", with enhanced features. Sounds promising, I'm gonna evaluate the projects as soon as possible.

We like Nagios a lot, and also have been tracking the progress of Icinga, which is a nagios fork, with a similar behaviour to nagios, but the development team are concentrating on the interface !

We do all our checks with Hobbit http://hobbitmon.sourceforge.net/ It has been renamed to Xymon lately, but you'll find more scripts and stuff on the net if you google for Hobbit.
While it doesn't have a very nice interface, it scales very good and you can so your own checks very easily.
We have scripts to monitor Oracle database replications, Updates on RedHat packages, Coolwater flow in the Serverroom A/C and much more.
