I'm looking for a /24 PI IPv4 prefix to use for my private project. Has anyone of you an idea where I can get one without becoming a poor man?

Go to RIPE, fill in the forms, become LIR, give them ~1600 EUR/year or so. Get everything you want. Arrange for transits to peer with you etc
The 'cost' of the LIR pales comparing to what you pay in routing hardware and transit pricing...

That's precisely what I ended up doing.
Or, if you know a LIR, then you can ask them to purchase something off of the "IPv4 Transfer Listing Service". But, that is a private deal between entities.

Currently this is not even possible. There is a new accpeted policy (http://www.ripe.net/ripe/policies/proposals/2014-02) for transfering PI space between End-Users, but it is not yet implemented by RIPE NCC.
Another possibility would be to engage with holders of ALLOCATED PI space, f.e. http://webb.resilans.se/services/pricelist-eng.html. Of course these ranges come with some limitations.
