Yes, it is still maintained and used in production by critical infrastructures, or in some cases by their ISPs. You may want to get in touch with the NCSC/BACS directly to clarify details: outreach[at]govcert{dot}ch
BTW: The PDF document in the 2021 email you are referring to is classified as TLP:AMBER and was not intended to be publicly available.

Thanks a lot for your reply Julian, mail contact is a possibility, and you will find more information about all the NCSC services (especially as a critical infrastructure) on the Cyber Security Hub (https://security-hub.ncsc.admin.ch https://security-hub.ncsc.admin.ch/#/about). Regular updates are posted there (and there was one today about the service you just mentioned).
