Anycast is just using the same public IP address for serving the content from multiple locations. From your PC the packets will anyway definitely be delivered to only one of such locations, the nearest one (considering the routing is set up correctly), and packets from those locations will anyway reach your PC. So, there's generally no reason not to use TCP services with such a set-up.
