what is Layer1 in this context?

to my experience, such partnerships end up in huge expenses when one of the partners decides to leave.

Hi Guys,

We are looking for partner inside of layer1 that would be interested to join a Multihoming project – cost and benefit sharing would be a possible solution. Perhaps someone who currently has difficulties with the ini7 uptime as well, does not have a own AS (yet) and is seeking for a independent init7 solution.
