Btw, there was a story in the french news a few months ago regarding copper theft on the new tgv line from Paris to Strasbourg, where they had to dedicate a police detachment to the construction site.

Maybe it's more a reputation risk model, than a new business model ;-)
Even is part of those copper wires and last mile optical fibers were not identified as "critical" before. Today, such copper/fiber wires and last mile SME access, have to be part of the whole critical infrastructures. In the future, telco companies will have to guaranty that aspect of the question, and they will have to ensure that unauthorized persons cannot access to any part of the wire in a way to interrupt it or stole it. This will launch lot of questions about who is responsible of what (e.g. the basements which are hosting the wires and fibers) between cities and operators...
It's not out of mind to imagine - in the obscure side of the competitive world or of the organized crime one, taking into account the big amount of data carried by a fiber and the cost of an interruption - that companies could be a good target for this type "DOS" blackmail (threatening them to cut fibers or wires somewhere outside of the company). Whatever would be the origin of the interruption (crime, theft, accident, fired worker, hacktivist), the effect will affect the reputation of the company and respectively the one of it's provider.
