Same Problem in 5605.
It turns out that yes, there was a spot of trouble at Cablecom, and to their honor they fessed up to it: http://www.cablecom.ch/popup_netzwerkstatus.htm?status=erledigt
Twitter and other microblogs were full of comments, so it seems that this was pretty wide spread. It'd be great to read a postmortem, but I think this is as far as Cablecom will go regarding the outage. Well, back to work, business as usual!
