We're looking around for a new mail server solution, since our mercur (www.atrium.de) server is just too unstable.
Preferably it should run on windows (we're just not at home on the *nix platforms), have all it's config options in a sql database, provide anti-spam and anti-virus out of the box, have a feature-rich webmail client and be tailored for a small ISP.
Our specs: ~700 Domains, ~4000 Users

Too bad *nix is not that easy for you, one of my recent setup seems to match this, using postfix, dovecot, amavisd-new, clamav, postgrey and horde as webmail.
Anyway before that, I used to have a mailenable ( http://www.mailenable.com ) the free version worked fine, and the pro-full-enterprise-commercial-insertsomethingcatchyhere looks good.
But not tweakable enough when your starting to be ok with *nix systems ;)
But as I remember, Windows and Mailservers don't like each other so much. I used to have Atrium's mailserver and even some Exchange (blame me), and from some size, it's not just possible to keep decent performance and/or good stability.
Maybe it's time to get a *nix guy I your team ? ;)

Between 2000 and 2004 my ISP used IMail. It was very easy to use, also those "plugin" against spam and virus was very nice. (till then, i don't know the linux-style aka spamassassin etc.) Some of these plugins created the same person, who made dnsstuff.com One of those guys is R. Scott Perry.
But now, I guess the guys fron dnsstuff sold they're business to ipswitch...

I am using Stalker communigate pro, which runs under most OS flavours including Windows. It is highly customizable (AD integration, Radius server etc) and is probably one of the easiest to administrate enterprise server software.
Because I am not a big nix guru myself, I run it on a WinXP pro machine and it runs rock-solid for around 50 users. Never crashes or hangs. Performace at least 5x faster than Imail. Scalable from single server to big clusters. See: http://www.stalker.com. You can download the normal version which runs for 30 days, and if you are using it with only 5 user accounts it is free.
I used to run Imail but was quite limited with the options. Also the webmail is not very fancy. The Declude plug-in is nice, but costs far too much per user for what it is doing.
Communigate is able to look-up local and realtime blacklists during the connection and can terminate the connection without accepting the email. This saves you a lot of spam filtering and AV CPU time. You can block all dynamic IP's this way. Also you can set a 20s delay for SMTP answering which cuts down on spam as well. Imail was not able to do these things last time I checked.
Communigate works well with the free cpgsa plugin which talks to spam assassin. See http://www.tffenterprises.com/cgpsa/.
Spam assassin doesn't perform that well under windows and doesn't support spamD. But it works well with the cgpsa plugin.
The additional nice feature of communigate is SIP which can acts as instant messenger platform and full feature VOIP gateway/PBX with voicemail, conference calls etc. Also it supports MAPI (MSOutlook, MSExchange replacement). It comes close to a real exchange server, but if you need exchange features please buy the real MS Exchange server.
Also it supports Calendaring via Webmail, iCal or Outlook.

ok, our 2 cents :)
We've installed and successfully operate several Sw-Soft Plesk installations, they run for more than a year already, and they have been extremely stable.
It is also nice to install a Greylisting server in front of a Plesk server. Then the amount of incoming spam is significantly reduced.
SW-Soft has also a very nice product called Virtuozzo, and you can build with it a system with quite low downtime in case of major OS or hardware failure.
Inside Plesk there's a custom-built qmail, spamassassin, DrWeb antivirus and the user database on the local MySQL server.
It's quite easy to integrate with other systems -- for example, our secondary DNS server creates the secondary zones automatically after they are activated on the Plesk server. It's also quite easy to create scripts for automatic import of bulky lists of email users. Also there's a Web/XML interface which could be used for integration with external systems.
Of course I'm talking of Plesk on Linux installations. There's also a version for Windows, but we never tried it (why should've we? ;-)
Although it's very well integrated and most of functions are done through the Web GUI, still it makes sence sometimes to do some plain old school Unix terminal work. It's just easier this way :)

It's quite a stable solution we use since 6 years whitout a "real" problem.
The last 2 years they made a lot of (imho) useless extensions, but you can buy only the components you need ;)
