Swisscom has this option as APN corporate.swisscom.ch, user testprofil password temporary You have to call them to get this option enabled. You will get public IP but dynamic one without NAT or filtering

I recall that a couple of years (3 or 4) I was able to order the "VPN" option (and had to change the APN afterwards) with sunrise and actually managed to get a public IP that way.

Just get one of those "cheap" (ahem) connections and run any kind of tunnel/VPN over it.
AYIYA works like a charm in these kind of setups and nicely gives you a public IPv6 prefix ;)
