Oktober 1997 (RTVV)" http://www.admin. ch/ch/d/sr/c784_401.html) says, you have to pay as soon as you have a deveice that is capable of receiving radio or tv programmes (and not whether you actually do it!).

Yesterday evening I had the visit of Billag AG at home. I have
neither
TV ,radios. I have just ADSL. I say to him that some time I to listen to
