Currently this is not even possible. There is a new accpeted policy (http://www.ripe.net/ripe/policies/proposals/2014-02) for transfering PI space between End-Users, but it is not yet implemented by RIPE NCC.
Another possibility would be to engage with holders of ALLOCATED PI space, f.e. http://webb.resilans.se/services/pricelist-eng.html. Of course these ranges come with some limitations.
