well, ip addresses don't cost anything. i assume that you want get PI space ,-) you may charge an administrative fee for all the administrative purposes. it takes some time to fill in all the required forms and write the request. some providers are requesting money for this efford (it can take up to several hours of work - depending how much you want and now many questions RIPE will send to the provider - if something is bad). normally, if you switch your network and ask for own ip space some providers are doing this for free (included in setup fee for connectivity or so). so, lets say the price is from 0.- to several hundreds or thousands ;-)
