By the way: What ever happend to TV over ADSL? =:-)
My guess is that this is one of the main reasons to upgrade the bandwidth, so the majority of ADSL Users (600/100) has enough bandwidth to offer a TV service via ADSL.

And don't forget, that people also want to do VoIP phone calls on the mean time while watching TV over ADSL. More BW _is_ needed, but also QOS. If you want to sale VoIP you have make sure that everyone can call '117' even if the upload is full.
