Currently, it looks like this range isn’t delegated.

Nope, no domain objects.
I would try to contact one of the techs listed in CAN6-RIPE and ask them to create the domain object. Of just submit the object to the RIPE Robot and hope the techs get the hint when they get a notification and will re-submit it with the approval key or password.
