A caucus happens to be a just an assembly of a party or political group, so these four senators/congressmen can bascially just meet for offee and decide they're the "The Congressional International Anti-Piracy Caucus" (if nobody objects and the rest thinks this could be useful). So this is a somewhat inofficial meeting of the criminally insane, trying to expand their mercantilist powergame to Switzerland.
