It is an exchange, likely that is why. Anyway, what you write shows DECIX -> Init7 Zurich is 8ms or so, and Aorta is 12ms, while it was clear from the traceroutes that 1299 is also around 12ms. Not sure I want to know the routing of the underlying path for that wave.
