Replacing a mailinglist by a forum is like putting up an "Under Construction" sign on your website.
No replace, but there are forums which can act as a gateway to mailing-lists, like Phorum using Phorummail, and yes Phorum can provide an RSS feed.
And then there's GMANE of course, which does not only a web-based archive and RSS but also an NNTP gateway, for those wanting to use their nice threading News-Reader with killfiles...
