Your problem definitely seems to be an Outlook problem (even though you tried to blame it on PGP being 'non-free' which is nonsense, see also below for a free Outlook one), or more a PEBKAC because there is a simple solution to make ANY mail program compatible with PGP:
* Install GnuPG (or whatever you like) * Either write your mail in a text file and save that or write it in your mail program and then cut&paste it. * Sign it with GnuPG * Paste it into your mail program. * Send it.
Presto.
You can of course also just try and use http://www.gpg4win.org/ which offers a lot of features for making all of this a lot easier.
It includes amongst others: "GpgOL: A plugin for Microsoft Outlook 2003 and 2007 (email encryption)."
There you, please solve your PEBKAC issue and make the admin.ch folks happy, IMHO they are doing quite a good job, especially if I compare them to a certain silly country who did elections and now they are fighting amongst themselves already for several months already what actually the result will be; and here we have just installed a majority of ladies and all is great, thus don't complain about them.
