yes, telnet to port 80 works, as do other browsers. Tcpdump on both ends indicates traffic takes to correct route.

Ubuntu Linux 12.04 and Ubuntu Linux 14.04, probably others
It just does not resolve AAAA records as it seems, because access with literals (such as http://%5B2001:db8::1]) works.
