yes, telnet to port 80 works, as do other browsers. Tcpdump on both ends indicates traffic takes to correct route.

Ubuntu Linux 12.04 and Ubuntu Linux 14.04, probably others
There is a big variety in the glibc code bases, though in the case of browsers they typically avoid them.
You'll have to force enable IPv6 in Chrome it seems.
