even swiss networks are affected like the "largest" ISP Bluewin i fear to even mention about my satelitte link from embratel ;-)
It's common practice that the IP range of internet exchanges are not routed globally. Recently some IP of this range suffered a DDOS attack, therefore SwissIX decided not to announce this /24 any longer. Don't expect it to come back anytime soon.
