This was once an issue some time ago...
Should not be anymore...We use 837's without Layer 2 permanently on.
Hmm, yep, I would try another IOS,we use 12.2.13ZH2, although this one has an issue
with NAT of PPTP sessions, but who's using PPTP ;-)
I also tested 12.3(8)T4 which also gives no problem...

If you should still have a problem after that, you still can ask Swisscom
to keep layer 2 up.

I agree to Roger.
There is a power-save mode which affects the ISDN-Layer2. At least the BRI's
from the old cisco2500 needed this feature, otherwise I saw the same
behaviour.
Go and ask Swisscom, they should activate the Layer2.

I remember, we had also some problems with ZyXEL-ISDN-Routers.
We call then to the Swisscom, they may put the Layer 2 always to "on"-state.
Maybe it helps?
