My take..

The network 46.239.64.0/24 is not found in BGP routing table, but 46.239.64.0/21 is there, obvious nothing silly here.
The target responds from switch to ping, which means each side can talk to each other (http://www.switch.ch/network/tools/lookingglass/).
Traceroute seems quite complete until penultimate device using standard UDP traceroute, but works using ICMP works until target..
Probably a misinterpreted traceroute result..

And thus likely a transit issue, not really a DNS issue

Which likely means that they cannot reach your prefix, as you do have a
route towards them. (though that is likely, filtering and other many
problems can also be the case of course)

And hence why neither DNS or anything  else that is hosted on it works.

Best to contact SWITCH, who are effectively your transit, and let them
contact Telia and then likely P80 who can figure out the next step where
it goes wrong.
