Although I am all in favor of community-based efforts I see difficulties in building a shared AS. As I am sure you know you need an AS-number and some BGP-speaking devices to multihome. Whats the point in sharing the AS-number ? it is not expensive... The expensive part are the bigger routers and the know-how to use them. The community-based effort then is the interconnection of the networks, also known as peering, and we have SwissIX for that in addition to private peerings with your buddies. If you want to multihome yourself then it must be worth the effort (=expense) for you to build up your own infrastructure for it - or else let someone else (aka ISP) manage it for you. You might have to choose a different ISP for your desired cost/redundancy ratio though...

That's correct, if one of the partner leaves cost would increase. But we are in for the long term.

what is Layer1 in this context?
to my experience, such partnerships end up in huge expenses when
one of the partners decides to leave.
